Every image editor's default resize algorithm is built for photographs, it blends pixels, invents new colors, and destroys the crisp look that makes pixel art pixel art. No amount of "high quality" settings fix it, because the damage happens at the algorithm level.

Nearest-neighbor scaling, the correct way NN scaling simply selects the nearest original pixel and makes it bigger. No blending, no invented pixels, no new colors. A 16×16 sprite becomes 128×128 and still looks like 16×16 pixel art. Exactly what you want.
Scale2x / EPX, edge-aware upscaling When you want something a bit smoother while staying true to the pixel grid, Scale2x and EPX add intermediate pixels at edges only, preserving the blocky aesthetic while reducing stair-stepping. Classic algorithm, widely used in retro game emulators for exactly this reason.
